This conference is part of the ‘Global Summit on Diamond Open Access’ and will be held on 25 and 26 October 2023 in Toluca, México.
The 2nd Diamond Open Access Conference aims to bring together a diverse group of stakeholders – researchers, editors, universities, research funding and performing organisations, academic libraries, learned societies, and policy makers – who are engaged in strengthening the Diamond Open Access scholarly publishing ecosystem worldwide. The conference will focus on equity, quality, usability, and sustainability of the Diamond Open Access model, aiming to encourage mutual learning and understanding between different regions of the world.
The event will highlight good practices and policies from different parts of the world to develop a deeper understanding of Diamond Open Access. The event aims to promote the development of global principles that unite the initiatives developed in diverse, local contexts.
The conference will help to foster collaboration and networking opportunities among participants from different regions of the world. It will provide an opportunity for stakeholders to share their experiences and learn from each other’s successes and challenges. Additionally, the conference will produce a set of global principles that will guide and federate the Diamond Open Access initiatives worldwide.
The Diamond Open Access Conference is open to all stakeholders involved in the Diamond Open Access ecosystem, including researchers, editors, universities, research funding and performing organisations, academic libraries, learned societies, and policy makers.
The event will consist of keynote speeches, plenary sessions, panel discussions, and workshops. The conference will be held both in-person and virtually, allowing for broader participation from different parts of the world.
Overall, the Diamond Open Access Conference aims to promote equity, quality, usability, and sustainability of the Diamond Open Access model and foster collaboration among stakeholders involved in the ecosystem.
We are seeing a remarkable increase in political support and engagement from the public sector in diamond scholarly communication. The opening presentations will set the stage for the conference, highlighting the journey we have undertaken so far and providing a glimpse into the path that lies ahead.
The conference will reflect on the values we share globally and the diverse actions we must take at the local level to enhance diamond scholarly communication. Sessions will concentrate on policy development, governance, research evaluation, and sustainability.

Opening presentations will set the stage for a discussion on the way forward, followed by presentations on the governance and financing of a global diamond open access infrastructure.

The goal of the roundtable is to develop a roadmap for collective and individual actions that will expedite the transition to an equitable and community-owned scholarly communication system—one that serves the public good rather than commercial interests. The discussion will identify and address political, legal, financial, and other obstacles that hinder sustainable support for diamond scholarly communication. Participants will exchange information on concrete steps and best practices to overcome these challenges.
Policy development at both national and regional levels is crucial to bolster the diamond open access model in scholarly communication. This session will discuss policies being developed worldwide and how different levels can work together to build a robust framework.

In the Australasia region, diamond open access journals are an important but undervalued part of the open access journal publishing system. They often lack infrastructure, funding and coordination. This workshop, which is being run as a satellite meeting as part of the Global Summit on Diamond Open Access being held in Mexico this week, will hear from those already involved in successful diamond OA initiatives, workshop what is needed for successful diamond OA journals, and develop a plan for necessary next steps in this region.

Capacity building and sustainable finances will be important for the future development of diamond open access. This session discusses how we can further strengthen, sustain, and fund a diamond open access scholarly communication model.

Research assessment reform is key to shaping a research landscape that fulfils its role in society and aligns with our values. This session will discuss research assessment reforms needed to recognise and reward diamond open access scholarly communication.

How do we build a globally federated diamond open access ecosystem? This session will discuss how to govern this ecosystem with respect for its diversity and decentralised nature, and what is to be gained from alignment.

Concluding remarks will summarise the valuable insights that have emerged throughout the conference, shedding light on key themes including policy development, governance, research evaluation, and sustainability.
